Mrs. W.C. “Florence” Martin was a Dallas-based civic leader. She had grassroots-organizing skills from her service in the Texas Federation of Women’s Clubs (TFWC) and Good Roads interest from her work on the women’s commission of the Bankhead National Highway Association of Texas. In 1923, Governor Pat Neff appointed her to the original 6-member Texas State Parks Board, where she served as Vice Chair. Together with the other members of the Board (who included two other TFWC colleagues, Phebe Warner and Katie Welder), Martin toured the state encouraging donation of scenic “wayside” parcels, and building support for the state’s acceptance by 1927 of 24 parcels, totaling over 1800 acres.

Location Notes

Given Martin's leadership role in the Federation of Texas Women's Clubs, and the Clubs' early and important role in lobbying for a state park system, it would seem right to place a marker in her memory at The Mansion, the headquarters for the Federation, located at 2312 San Gabriel Street, in Austin.
