Description

Born Anna Hardwicke, Mrs. Percy Pennybacker became a lifelong civic activist celebrated as an educator, author and leader of the women’s club movement. As founder of the Tyler Woman’s Club (1894), and later as president of the Texas Federation of Women’s Clubs (1901-03) and the General Federation of Women’s Clubs (1912-1916), she promoted the City Beautiful philosophy, arguing for city plantings, litter cleanups, removal of unsightly billboards, recognition of the bluebonnet as the state flower of Texas, and provision of state funds to preserve historical sites in the state. Her advocacy extended to the national stage: during her leadership of the General Federation, she was a vocal supporter of the National Park Service, established in 1916.

A sign for Mrs. Pennybacker could be located at her burial site, at Oakwood Cemetery in Austin, in Section 1, Lot 22 (the coordinates here are general, not specific to the burial location).
