Description

With a 1951 vote by citizens of 13 Panhandle counties, the High Plains Underground Water Conservation District became the first district organized under the state Ground Water District Act. The District seeks to both protect landowners’ groundwater pumpage rights, while at the same time conserving the Ogallala via rules on groundwater withdrawals, well-spacing, and promotion of soil moisture surveys, drought-tolerant crops, low-interest loans and tax deductions for water-saving equipment.

The attorney Arthur P. Duggan was a leader in advocating for the 1951 vote across 13 counties to form the High Plains Underground Water Conservation District. To remember the organizers behind its creation, a sign for the District could be placed at the Littlefield Lands Duggan House Museum, at 520 East Waylon Jennings Boulevard, Littlefield, Texas 79339.
