In 1981, Texas Parks and Wildlife began the mandatory state duck stamp program, raising substantial revenue for waterfowl research and habitat purchase. In 1983, the non-profit group, Ducks Unlimited, announced plans to expand its wetland restoration work beyond Canada, stretching its efforts into the U.S. The year 1986 saw D.U. impound water that drained into Catfish Creek on Gus Engeling WMA, creating green-tree reservoir and moist-soil habitat for waterfowl and other wildlife. It was D.U.’s first Texas wetland project, and its first official partnership with TPWD, one of many similar joint ventures to follow in the state.
