Description

Aaron “Babe” Schwartz served in both the Texas House and Senate, co-authored the Texas Open Beaches Act in 1959, led legislative efforts for the 1973 Coastal Public Lands Management Act, and opposed oyster shell dredging on the Texas coast. After his legislative career concluded in 1981, he taught coastal zone management law, and advocated for environmental causes. He is remembered in the dedication of Babe’s Beach on the Galveston Gulf shores.
